About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure an 18,000-hour overhaul of two Curtiss Wright Model N20NL-11C high pressure air compressors (HPACs) for a TAO Class ship under a Military Sealift Command contract. This requirement will be conducted as a sole source procurement using RFP Part 12 procedures, with the formal solicitation anticipated to post on or about April 15, 2026, and close on or about April 22, 2026. The contractor must perform comprehensive maintenance overhaul work including disassembly and inspection of internal components, replacement of bearing shells and seals, cleaning and hydrostatic testing of cooling water systems, and system upgrades to address obsolete electrical and condensate drain equipment. All work must be performed at an OEM-approved facility in accordance with NAVSEA technical manuals and under the oversight of an OEM-authorized field service representative. The notice emphasizes that prospective offerors must register on SAM.Gov, monitor the site frequently for amendments, and submit questions to J. Brian Fergus at James.B.Fergus2.civ@us.navy.mil, with the due date for responses to this pre-solicitation notice being April 8, 2026.

This procurement carries no set-aside designation and will likely be awarded to Curtiss Wright as the original equipment manufacturer, given the sole source justification. The two HPACs targeted for overhaul are serial numbers XM51224 and XM51318, currently located at Alabama Shipyard and requiring transport to an OEM-approved facility for the overhaul work. The contractor must also arrange transportation of the completed units to LP-26 MSC Norfolk Warehouse upon completion. While no specific award value is provided in the pre-solicitation notice, the scope of work includes disassembly, inspection, replacement of multiple internal components, hydrostatic testing, system upgrades, technical documentation, and field service representation oversight. The contract requires the contractor to submit "as found" and "as released" condition reports and provide technical manuals and drawings for all system upgrades performed, ensuring comprehensive documentation of the overhaul completion.
