About this opportunity
The National Institute of Standards and Technology (NIST) is conducting market research through this Sources Sought Notice to identify contractors capable of providing a high-precision benchtop wavemeter for analytical laboratory use. The required wavemeter must meet stringent technical specifications including measurement accuracy within 750 MHz and resolution within 20 MHz over a 400-800 nm wavelength range, with measurement speeds of at least 4 Hz. Additional requirements include the ability to measure continuous-wave lasers, internal calibration source, automatic temperature corrections, thermally insulating housing, warm-up time under 15 minutes, USB interface, and accompanying monitoring and control software. Interested parties must submit responses limited to 12 pages in MS Word format to Harry.Brubaker@nist.gov by July 31, 2025, including company information, capabilities, previous experience, and place of manufacture details. NIST anticipates issuing a Request for Quotation in the fourth quarter of 2025 with contract award expected in the same timeframe.
This procurement opportunity has no set-aside designation and is open to all responsible sources, including both large and small businesses under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. No incumbent contractors or current service providers are identified in this market research notice, and no specific budget ranges or award values have been disclosed at this preliminary stage. The notice does not specify quantities since this appears to be for a single benchtop wavemeter unit, and respondents are asked to indicate whether their products are available through existing government contract vehicles such as GSA Federal Supply Schedule contracts or Government-wide Acquisition Contracts. Companies must also specify their size classification and socio-economic status as part of their response to assist NIST in determining the appropriate acquisition strategy. The procurement falls under PSC code 6640 for Laboratory Equipment and Supplies, reflecting the specialized scientific instrumentation nature of this requirement.

NO SOLICITATION DOCUMENTS EXIST AT THIS TIME.
Minimum Requirement:
NIST is seeking information on contractors who can provide the following:
The Contractor shall provide a benchtop wavemeter meeting the following requirements:
-Measurement accuracy of ≤ 750 MHz and a resolution of ≤ 20 MHz over a wavelength range of 400-800 nm, or wider.
-Measurement speed must be ≥ 4 Hz
-The wavemeter must be able to measure continuous-wave (CW) lasers, and it must have an internal calibration source, automatic temperature corrections, and thermally insulating housing
- The warm-up time under constant ambient conditions must be < 15 min.
- The wavemeter must be able to measure a wide range of laser line widths, and it must have a USB interface for computer communications.
-Must have software that allows for monitoring and control of the wavemeter must be included.
Interested parties shall describe the capabilities of the system described above. NIST anticipates issuing a Request for Quotation in the fourth quarter of 2025 and awarding a contract within the same period.
NIST is seeking responses from all responsible sources, including large and small businesses. The small business size standard associated with the NAICS code for this effort, 334516 Analytical Laboratory Instrument Manufacturing is 1,000 employees. Please include your company’s size classification and socio-economic status in any response to this notice.
After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. Companies that can provide such services are requested to email a written response describing their abilities to Harry.Brubaker@nist.gov no later than the response date for this sources sought notice.
The following information is requested to be provided as part of the response to this sources sought notice:
- Name, Address, Unique Entity Identifier (UEI) number, CAGE code, and point of contact information of your company.
- Any information on the company’s small business certifications, if applicable.
- Description of your company’s capabilities as they relate to the item described in this notice.
- A description of your company’s previous experience providing the item described in this notice.
- Indication of whether the item described in this notice are currently offered via your company’s GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles.
- Any other relevant information that is not listed above which the Government should consider in finalizing its market research.
- Place of Manufacture: Is more than 55% of item manufactured domestically, if not where is it manufactured?
Responses are limited to a total of twelve (12) pages. The responses must be in MS Word format. Pages shall be 8½-inch x 11-inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.
