About this opportunity
Military Sealift Command has awarded a sole-source contract to Communications & Power Industries Canada Inc. for inspection, repair quote submission, and full repair of 24 Tri-Band High Power Amplifier assemblies on September 25, 2026; the contract number is N32205-26-SIMACQ-DMO-N6-0032.
The justification rests on CPI's status as the Original Equipment Manufacturer and sole authorized repair center, combined with five additional grounds: restrictive patent and proprietary rights held exclusively by CPI; exclusive licensing agreements preventing distributor sales; standardization requirements under COMSCINST 4790.3 to maintain fleet configuration baseline; compatibility as direct replacement parts for existing equipment; and mission-critical operational necessity. MSC operates only eight working HPAs in inventory against 24 defective units requiring repair. High failure rates create critical capability gaps affecting secure and non-secure voice and IP services to over 40 MSC vessels across five ship classes (T-AKE, T-AOE, T-EPF, AS, and T-AH). HPAs serve as essential RF signal amplifiers for satellite communications; failure results in loss of mission-essential data transmission capabilities. The base period runs October 1, 2026, through September 30, 2027, with one option year extending through September 30, 2028. Place of performance is not specified. This is a simplified acquisition below the simplified acquisition threshold.
