About this opportunity

The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed-price and cost-plus-fixed-fee Delivery Order under a sole source Basic Ordering Agreement (BOA N0001924G0017) for non-recurring engineering and modifications to the High Power Transmit Set – Modernization (HPTS-M) Antenna Controller Card system used on the E-6B aircraft. The procurement is being pursued through sole source authority under FAR 6.302-1, which permits noncompetitive awards when supplies or services are available from only one responsible source capable of satisfying agency requirements. The Government intends to award this contract to Collins Aerospace, the Original Equipment Manufacturer of the E-6B HPTS-M system, based on that company's requisite experience and technical familiarity with the system. While this notice is not a request for competitive proposals, the Government will accept capability statements from interested contractors within 15 days of the publication date (by March 27, 2026) and reserves the discretion to determine whether to conduct competitive procurement based on responses received. All written responses should be directed via email to Mr. Timothy Ayers.

This procurement carries no small business set-aside designation. Collins Aerospace of Cedar Rapids, Iowa is identified as the incumbent and intended awardee for this delivery order. The effort encompasses modifications to five HPTS-M kits to address interface issues with the E-6B flight display system, along with modifications to associated delta kits and additional production support assets. While no specific contract value is disclosed in this pre-solicitation notice, the work is characterized as non-recurring engineering with production support components. The notice does not specify an overall performance timeline, though the 15-day capability statement submission deadline indicates expedited processing of this procurement action.
