About this opportunity
The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office (PEO) C4I and Undersea Communications & Integration Program Office (PMW 770), is seeking potential sources to develop, integrate, produce, and install a cost-effective Solid State transmitter system for Very Low Frequency (VLF) High Power Transmission Equipment (HPTE) Broadcast Transmit Stations. This Request for Information (RFI) aims to help influence future product investments and support Department of the Navy IT investment policy, focusing on a 1-2 Mega Watt (MW) transmitter system. Interested parties must submit responses in Microsoft Word format via email to Heidi Radaford by March 26, 2024, at 1000 PST, with submissions limited to ten single-sided pages. Companies must complete a Non-Disclosure Agreement (NDA) and have a Joint Certification Program (JCP) active certification to access technical requirements. An Industry Day is scheduled for February 20, 2025, at NIWC Atlantic, South Carolina, where potential contractors can learn more about the project requirements and participate in one-on-one discussions.
The solicitation is not set aside for any specific business category and is open to U.S. Department of Defense contractors. Specific technical documentation will be provided via DoDSAFE after NDA submission, with each company allowed to request access for up to two representatives. The contract falls under NAICS Category 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a Product Service Code (PSC) of 58 for Communication, Detection, and Coherent Radiation equipment. While no specific award value is mentioned, the project involves developing a sophisticated transmission system for critical communication infrastructure. The place of performance will be at VLF HPTE Broadcast Transmit Stations, with potential implementation across multiple Navy communication sites. Importantly, this is an information-gathering RFI and does not guarantee a future Request for Proposal (RFP) or contract award, and all costs associated with responding are the responsibility of the interested parties.
