About this opportunity

The Air Force Institute of Technology (AFIT), under the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio, is conducting a Sources Sought Notice to identify potential sources capable of providing a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system with Mass Hunter Software; responses are due by July 3, 2026. A set-aside decision has not yet been made, though the Air Force is contemplating a small business set-aside if two or more small business prime contractors demonstrate capability to perform at least 50 percent of personnel costs with their own employees.

The system will be delivered and installed at AFIT/EN, Building 644, Wright-Patterson AFB, Ohio, for use in the EMGT 640A Research Methods course and Air Force Civil Engineering Center (AFCEC) research projects studying water analysis and environmental restoration. The HPLC-MS must feature a triple quadrupole mass spectrometer with Electrospray Ionization (ESI) and Atmospheric Pressure Chemical Ionization (APCI) modes, operating pressure of at least 800 bar, mass range of 2–3000 atomic mass units, a Diode Array Detector with 60 mm path length and signal-to-noise ratio less than 0.6 mAU/mL, an autosampler with humidity control, and a heated column compartment. The system must be manufactured and assembled in the United States, compatible with Agilent software, and sourced from an established manufacturer. Installation must be performed by the original equipment manufacturer. Delivery is required within three months of contract award or six months from receipt of design acceptance. The contractor must provide a two-year warranty and the manufacturer must commit to servicing the instrument for a minimum of ten years. All products must be domestic or qualifying country end products per DFARS 252.225-7001 and comply with Buy American and Balance of Payments Program requirements. Respondents must be registered in SAM.gov and provide company information, CAGE Code, UEI, and past performance on similar projects under NAICS 334516.
