This is an open market acquisition under simplified procedures. Place of performance and delivery destination is NIST Boulder, Colorado (325 Broadway, Boulder, CO 80305). The Spin Electronics Group in the Applied Physics Division of the Physical Measurement Laboratory will use the board to evaluate data sanitization methods for high-performance magnetic random-access memory and enable testing of standard form factor DDR4 DIMM magnetic random-access memory. The equipment must be new, unused, and non-experimental; gray market components are prohibited. Delivery is required no later than four weeks after receipt of order on FOB Destination terms, with a period of performance of 6 weeks after receipt of order. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment And Supplies.
Equipment must ship in original manufacturer packaging with complete documentation and software. The government will conduct visual inspection and may perform quality assurance testing within 14 working days of receipt. The contractor provides a minimum 90-day warranty commencing upon government acceptance. Payment of 100% is due after installation, acceptance, successful completion of testing requirements, and demonstration that equipment performs per specifications. Award will be made to the lowest-priced, technically acceptable offeror. Quotations must be firm-fixed-price including all shipping, tariffs, and applicable fees, organized into three volumes (Technical Quotation, Price Quotation, and Terms and Conditions), remain valid for 90 days, and submitted electronically to junee.johnson@nist.gov and forest.crumpler@nist.gov. All offerors must maintain active SAM.gov registration at submission and through final payment. No prototypes, demonstration models, used, or refurbished instruments will be considered.
