Specific services include support for RUBY Services, SIGINT Data Service, Multiple Source Correlation System, Radiant Mercury, Sensor Enterprise Asset Manager, and associated engineering services. Interested contractors must submit capability survey responses by 4 PM EST on March 14, 2025, to Eric R. Jackson and Lauren Wettlaufer via email. The targeted NAICS code is 541330, focusing on engineering services with an emphasis on professional technical support.

The pre-solicitation notice indicates no specific set-aside designation, though the effort appears to be potentially favorable to small businesses. The government has not disclosed specific award values or budget ranges for this market research initiative. Contractors are explicitly advised that participation in the survey does not guarantee future solicitation or contract awards, and no reimbursement will be provided for survey participation. The contract aims to support various DCGS ground and air elements as directed, with contractors expected to serve as design agents responsible for cybersecurity compliance, configuration control, modification, integration, and sustainment of baseline products and services. The overall effort is designed to enable system upgrades that maintain a high operational tempo and security posture for intelligence agencies worldwide, with a focus on supporting the lead Intelligence, Surveillance, and Reconnaissance (ISR) system.
