About this opportunity

The Food and Drug Administration's Office of Criminal Investigations is soliciting access to West Publishing Clear software or an equal alternative to support criminal investigations, with proposals due July 6, 2026. The procurement is unrestricted and awards to the lowest-price vendor meeting all salient functional characteristics.

Place of performance is Silver Spring, Maryland. The FDA OCI requires 20 concurrent licenses with the capacity to increase to 40 licenses over the contract term, with an optional line item to deliver up to 20 additional concurrent licenses annually. The database must provide comprehensive search capabilities including reverse telephone lookups (landline, cell, VoIP), person searches using demographic identifiers, credit reporting from TransUnion, Equifax, or Experian, employment records, property valuations, UCC filings, motor vehicle registrations, driver's license records, professional licenses, hunting and fishing licenses, firearms permits, DEA controlled substance licenses, voter registration, court records (civil, bankruptcy, criminal), sexual offender registries, and global watch lists. All query results must be delivered within five minutes and available in Microsoft Excel, Rich Text, or Adobe Acrobat format. The contractor must ensure secure HTTPS access limited to authorized FDA users, with query cloaking preventing contractor visibility into investigations. The system must be accessible via CPU, laptop, and BlackBerry devices through Microsoft Explorer, Google Chrome, and Mozilla Firefox browsers, with toll-free helpdesk support available 360 days annually. Twenty concurrent licenses are to be delivered 10 days after contract award. The contract term is one base year with four option periods. Evaluation is based on technical acceptability and past performance history. The NAICS code is 541511, Custom Computer Programming Services; PSC is 7A20, IT and Telecom—Application Development Software (Perpetual License Software).
