About this opportunity
The Department of Health and Human Services is establishing a single-award, direct Blanket Purchase Agreement with POLITICO for enterprise subscriptions to POLITICO Pro Federal, POLITICO Pro U.S., E&E News, and AgencyIQ, effective June 30, 2026 through June 29, 2031. This acquisition is restricted to POLITICO based on a sole-source justification; the Contracting Officer determined no alternative provider offers equivalent integrated capabilities combining proprietary policy journalism with Legislative Compass, Regulatory Compass, appropriations monitoring, transcripts, directories, and workflow tools.
The BPA supports HHS mission requirements including monitoring Centers for Medicare & Medicaid Services rulemaking and reimbursement policy, Food and Drug Administration regulatory and enforcement developments, drug-pricing legislation, public health emergency authorities, Labor-HHS appropriations, congressional oversight, and state Medicaid and public health policy developments. The acquisition covers approximately 261 base-year subscriptions and 264–265 subscriptions in subsequent periods, with annual subscription periods and up to four one-year option periods. The government's independent cost estimate midpoint is $3,984,023.29; the selected mixed benchmark is approximately $3,829,123.28, representing 55–70% savings versus historical HHS pricing. The justification was approved June 23, 2026, under FAR 12.102(b) and 6.104-1, certifying the anticipated price as fair and reasonable and subject to fund availability.
Notice text
The Department of Health and Human Services (HHS) plans to establish a single-award, direct Blanket Purchase Agreement (BPA) with POLITICO for annual subscriptions to POLITICO Pro Federal, POLITICO Pro U.S., E&E News, and AgencyIQ in support of Department-wide legislative, regulatory, appropriations, oversight, and stakeholder-engagement requirements.
The proposed acquisition is for direct commercial subscription access to the POLITICO environment requested by HHS, including POLITICO Pro Federal, POLITICO Pro U.S., E&E News, and AgencyIQ, together with auditable contractor-performed enterprise license-management and administration support. The requirement supports recurring HHS mission needs such as monitoring Centers for Medicare & Medicaid Services rulemaking and reimbursement policy, Food and Drug Administration regulatory and enforcement developments, drug-pricing legislation, public health emergency authorities, Labor-HHS appropriations, congressional oversight, and state Medicaid and public health policy developments.
