About this opportunity
The Bureau of Reclamation within the Department of the Interior is seeking to procure a replacement oil filtration skid for the Hungry Horse Powerhouse to address current system inadequacies. The existing oil filtration system operates at only seven gallons per minute, requires constant supervision, and lacks moisture removal capabilities, leak detection, and pressure sensors. The new system must process oil more efficiently without supervision while incorporating moisture removal, leak detection, and pressure monitoring capabilities. The Bureau intends to award a single firm-fixed-price contract under NAICS code 333998 for All Other Miscellaneous General Purpose Machinery Manufacturing. The Request for Quote (140R1725Q0027) is anticipated to be issued during the third week of August 2025, with responses due by the end of August 2025.
This acquisition is designated as a 100% set-aside for small businesses with a size standard of 700 employees under the specified NAICS code. The current filtration process requires 27 hours of mechanic supervision to complete the standard three-cycle filtration for one unit, representing a significant operational inefficiency that the replacement system must address. No incumbent contractors or specific budget ranges are mentioned in the pre-solicitation notice. The procurement falls under Product Service Code 4940 for Miscellaneous Maintenance and Repair Shop Specialized Equipment, indicating the specialized nature of the required filtration equipment. The acquisition represents a one-time supply purchase rather than an ongoing service contract, with the goal of substantially improving the powerhouse's oil filtration capabilities and reducing maintenance labor requirements.

Presolicitation Notice HH Oil Filtration Skid
The Bureau of Reclamation (BOR) requires the purchase of a replacement oil filtration skid. The new system would need to remove moisture from the oil, run unsupervised with leak detection and pressure sensors, and process the oil more efficiently.
This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES under the North American Industry Classification System (NAICS) Code of 333998 , All Other Miscellaneous General Purpose Machinery Manufacturing 700 with a Small Business Size Standard of 700 employees. The product service code is 4940 , MISCELLANEOUS MAINTENANCE AND REPAIR SHOP.
This RFQ is for a one-time supply of a replacement oil filtration unit for the Hungry Horse Powerhouse. Hungry Horse Dam currently has an oil filtration system that cannot keep up with the oil filtration requirements at the plant. The current system can filter oil at a rate of seven gallons per minute and requires constant monitoring in the oil room while the filtration process is occurring. To filter the oil from one unit requires nine hours through the current system. Standard practice, for the current system, is to filter the oil three times before returning the oil to the unit, this would take 27 hours of a mechanics time to filter the oil for one unit. The current system does not remove moisture from the oil and does not have leak detection or pressure sensors. We are proposing to upgrade this oil filtration system to a larger and more efficient system that can process more oil and would not require supervision while running. The new system would need to remove moisture from the oil, run unsupervised with leak detection and pressure sensors, and process the oil more efficiently.
Reclamation intends to award one firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1725Q0027, (written) is approximately the third week in August 2025.
