About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center anticipates soliciting engineering, manufacturing development, test, and installation services for an Air Force District of Washington cabin reconfiguration modification to approximately 26 HH-60W helicopters, with sources-sought responses due May 17, 2026. No set-aside is anticipated at this stage; the acquisition strategy will determine whether the requirement proceeds as full-and-open competition, small business set-aside, or sole-source.

The HH-60W is a multi-engine rotary-wing Personnel Recovery and Combat Search and Rescue platform. The modification removes baseline cabin components to enable installation of 11 passenger seats meeting applicable crash, safety, and emergency egress requirements. All systems and components must integrate with existing HH-60W sensor, display, navigation, and flight management systems without mission-degrading increases in operating weight.

Required technologies must reach Technology Readiness Level 7 and Manufacturing Readiness Level 8 or above. Work scope includes A-Kit and B-Kit modification or retrofit development, design verification at all levels including Preliminary and Critical Design Reviews, production, retrofit installation on aircraft, sustaining and software sustainment engineering support, and Time Compliance Technical Orders in S1000D format. Contractors must demonstrate compliance with military airworthiness standards and provide past performance from the preceding five years.

Responses must be submitted to Contracting Officer Mohamed Abdellatif and Contract Specialist Jonathan Evans by 12:00 PM EST on May 17, 2026. Submissions are limited to 25 pages, 12-point font minimum, in .pdf, .doc, or .docx format, not exceeding 12 MB per email. Respondents must provide CAGE Code, DUNS Number, SAM registration confirmation, small business certification status, and detailed technical capability summaries including contract numbers, TRL/MRL assessments, and optimal period of performance. The Government will not reimburse response costs, will not accept unsolicited proposals, and will not notify respondents of evaluation results; all responses become Government property.

Notice text

The HH-60W AV is a multi-engine, rotary wing aircraft with a primary mission of worldwide Personnel Recovery (PR)/Combat Search and Rescue (CSAR) in all intensities of conflict and in peacetime. The HH-60W will rapidly deploy and is capable of operations from main and austere field basing to conduct missions in all environmental regions of the globe, day or night, in adverse weather, and in all threat conditions, to include passing through nuclear, biological, and chemical environments.

The Helicopter Division (HD) is conducting planning in support of a new contract vehicle to address integration of an AFDW capability into the HH-60W weapon system. The systems and all system components must be compatible and integrate with existing HH-60W sensor, display, navigation, and flight management systems and net system weight should not result in a mission degrading increase in aircraft operating weight.

The HH-60W requires a modification to support the Air Force District of Washington (AFDW) mission. The AF will remove several components from the baseline HH-60W to allow for the installation of passenger seats for AFDW. Seating is required for 11 passengers. Seating must meet applicable crash and safety requirements including emergency egress.
