About this opportunity

The 179th Cyberspace Wing, 278th Cyber Operations Squadron (Department of the Army Ohio Army National Guard) issued a notice of intent to sole-source a Hexagon US Federal 725M Integrated System on a firm-fixed-price commercial purchase order, with comments due by August 17, 2026. The procurement is restricted to Hexagon US Federal (CAGE 63CL1) as the sole capable source. The requirement encompasses one integrated system including high-precision GNSS/INS receiver hardware with proprietary firmware activations and integration accessories: CPT7 single and dual antenna enclosures (OEM7700 and OEM7720 receivers paired with Honeywell HG4930 MEMS IMUs), L3Harris M-Code Increment 1 Type 2 integrated receiver in tan enclosure, PwrPak7 single antenna enclosure (OEM7700 with Epson G370N MEMS IMU), development kits, interposer boards, and proprietary I/O cabling. The Government justifies noncompetitive action on the grounds that Hexagon US Federal is the only known source capable of meeting minimum technical and interoperability requirements; direct market research confirmed the specific M-Code integrated assembly is sold exclusively as a direct government sale due to strict GPS directives. Contracting Officer Jeffrey Snyder (jeffrey.snyder.20@us.af.mil) handles inquiries. NAICS 334511; PSC 5825.

The Government requires one (1) Hexagon US Federal 725M Integrated System and associated hardware. This requirement is for the brand-name procurement of high-precision GNSS/INS receiver hardware, proprietary firmware activations, and associated integration accessories manufactured by Hexagon US Federal (NovAtel). 4. Justification for Noncompetitive Action

  • Intended Source: Hexagon US Federal (CAGE: 63CL1)

Direct market research confirmed that this specific M-Code integrated assembly is sold exclusively as a direct sale to the government due to strict GPS Directorate security regulations (requiring an Approved Control Plan (ACP) and ACN tracking for military M-Code hardware). Third-party resellers or distributors are not authorized or licensed to quote or handle this equipment. A redacted copy of the Single Source Justification is attached to this notice.

5. Instructions, Procedures, and Response

The procedure for awarding the contract will be the issuance of a firm-fixed-price purchase order directly to the identified sole source, Hexagon US Federal, following the closing of this notice period. The anticipated award date is on or about 20 August 2026. While this is not a competitive solicitation, all responsible sources may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted electronically to the Contracting Officer at the email address listed in Section 1, no later than 17 August 2026 at 11:00 AM EST.
