About this opportunity

The Federal Emergency Management Agency (FEMA) has issued a Special Notice announcing its intent to negotiate a sole source contract with Hexagon ALI, a division of Intergraph Corporation, for software licensing and support. The contract specifically involves a one-year software suite license for Hexagon Enterprise Asset Management (EAM) Application at the Center for Domestic Preparedness (CDP) in Anniston, Alabama. FEMA determined Hexagon ALI is the only responsible source capable of providing this specialized software, which is already integrated into CDP's server infrastructure. The software license will cover 1 site license, 15 named users, and 30 named requestors. The procurement will be conducted under simplified acquisition procedures and classified under NAICS code 513210 with a small business size standard of $47 million.

Interested contractors have an opportunity to submit capability statements demonstrating their ability to provide similar products, with all submissions due by 4:00 PM Eastern on June 6, 2025. The capability statements must be submitted via email as a Microsoft Word or Adobe PDF attachment directly to Amanda Belden at Amanda.Belden@fema.dhs.gov. FEMA emphasizes that this notice is not a competitive solicitation, and no formal solicitation document exists. The agency will review all capability statements received within 5 days of publication and retain sole discretion in determining whether to pursue a competitive procurement. Contractors hoping to be considered must provide technical data sufficient to demonstrate comparable product capabilities. Importantly, no phone calls will be accepted, and all communication must be via the specified email channel. The government's determination not to compete will be made exclusively at its discretion based on the received responses.
