About this opportunity
The Air Force Research Laboratory (AFRL), under the Department of the Air Force Materiel Command, is seeking to procure consumable 3D printing materials for a Hewlett Packard 5600 Multi Jet Fusion 3D Printer through a commercial products acquisition under FAR Part 12. The Government intends to award this requirement on a sole-source basis to Firestorm Labs, located in San Diego, California, based on the determination that other companies' products cannot meet the Government's specialized needs. Firestorm Labs is the exclusive authorized integrator and support provider for HP components within the xCell tool-suite configuration, possessing unique expertise in mechanical, electrical, and environmental interfaces as well as system-level validation and qualification. The Government has determined that procurement of OEM Hewlett Packard materials from any source other than Firestorm Labs would void applicable warranties, compromise validated system performance, introduce configuration control risk, and increase program risk to AFRL/RF. The pre-solicitation notice was posted on April 8, 2026, with a response deadline of April 23, 2026, and all inquiries should be directed to tiffany.slopka@us.af.mil.
This procurement carries no small business set-aside designation, though the associated NAICS code (333248 – All Other Industrial Machinery Manufacturing) carries a small business size standard of 750 employees. Firestorm Labs is identified as the intended sole-source contractor, as the company maintains exclusive authorization and integration capabilities for the HP 5600 MJF Printer materials and xCell system support. The pre-solicitation notice does not disclose a specific contract value or budget range. While this notice is posted for information purposes and explicitly states that no solicitation will be issued and no contract will be awarded based on responses to this notice, the Government will consider capability statements or proposals from all responsible sources submitted by the April 23, 2026 deadline.
Notice text
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333248 with a small business size standard of 750 Employees.
The Government requires the purchase of consumable 3D printing materials for a Hewlett Packard 5600 Multi Jet Fusion 3D Printer – HP 5600 MJF Printer and intends to negotiate a sole-source award for this requirement with Firestorm Labs, 9431 Dowdy Dr Ste 1, San Diego, CA 92126-4480.
The Government has determined that other companies' products do not meet or cannot be modified to meet the Government's needs. The required Hewlett Packard 3D printer materials are exclusively sold by Firestorm Labs for the integration and field support of the HP printer and associated technology in a tool-suite called xCell. For the xCell configuration, Firestorm is the only authorized integrator and support provider for the HP components. Firestorm's unique mechanical, electrical, environment interfaces, system-level validation and qualification expertise is required for material ordering and operations pertaining to the HP printer within xCell. Procurement of OEM Hewlett Packard materials by a third party other than Firestorm Labs will void applicable Hewlett Packard warranties, compromise validated system performance, introduce configuration control risk and increase program risk to AFRL/RF.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to tiffany.slopka@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 May 2026.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
