About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District is conducting market research for a Design-Build Single-Award Task-Order Contract (DB SATOC) to provide construction services including facility repair, renovation, conversion, alteration, additions, and equipment procurement/installation for US Army Garrisons in Bavaria and Hessen, Germany. This sources sought notice, posted on June 17, 2025, with submissions due by July 2, 2025, seeks company profiles and capability statements from interested vendors to inform acquisition strategy development. Interested contractors must submit capabilities statements of no more than six pages including company information, past performance on similar projects within six years, bonding capacity, and feedback on the contemplated acquisition approach. The solicitation is expected to be released around August 2025 with potential preproposal conferences and site visits, utilizing two-phase design-build procedures under FAR 16.5 and FAR 36.3. Companies must be registered and active in SAM to be considered for any resulting contract award, with final contract award anticipated in Spring 2026.
This procurement does not utilize any set-aside designations and represents a new contract vehicle rather than a reprocurement of existing services. The DB SATOC is structured with a five-year ordering period and maximum capacity of $49 million, with individual task orders ranging between EUR100,000 and EUR5,000,000 each. Similar to a Job Order Contract but without a unit price book, the arrangement will allow for joint scoping between the government and contractor while potentially requiring design work for individual task orders. The contract falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Y1JZ for Construction of Miscellaneous Buildings. No incumbent contractors are mentioned in this notice as this represents a new contract opportunity for the European theater of operations.
