About this opportunity
The Department of the Interior Bureau of Land Management Oregon-Washington Region is soliciting herbicide application services at three seed orchards: Horning Seed Orchard (Colton), Tyrrell Seed Orchard (Lorane), and Sprague Seed Orchard (Merlin). The contractor must apply herbicides to orchard roads, fences, tree perimeters, and broadcast treatment areas across all three locations, with environmental conditions requiring minimum 50 percent humidity, wind less than 6 miles per hour, zero percent precipitation, and temperatures below 70 degrees Fahrenheit. At Horning Seed Orchard, the contractor must furnish all chemicals including Rodeo glyphosate and Velpar L hexazinone, labor, equipment, and materials; at Tyrrell and Sprague seed orchards, the Government furnishes herbicide while the contractor provides labor and equipment. An Oregon Department of Agriculture-licensed commercial pesticide applicator supervisor is required for all work. Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government, with price as the primary evaluation factor. The deadline for proposal submission is March 6, 2026, with responses submitted via email to blm_or_so_952_mail@blm.gov.
This is a total small business set-aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $11.5 million and PSC category F105 (Environmental Systems Protection–Pesticides Support). The contract is firm fixed price for commercial services with multiple awards possible, and the performance period runs from April 1, 2026, through May 8, 2026. At Horning Seed Orchard, the contractor must furnish approximately 42.6 gallons of glyphosate, 25.4 gallons of Velpar L, and 1 gallon of Antero-EA surfactant across 26.30 total acres of treatment including tree perimeters, band applications, fence strips, roadways, and spot/broadcast weed treatments. Work will be performed at the three seed orchard locations in Oregon's Willamette Valley region and southern Oregon, with payments made 2–3 weeks following application completion. Contractors must maintain liability insurance of $500,000 per person and occurrence, and Service Contract Labor Standards wage determinations apply based on the counties where work is performed.
