About this opportunity

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - South is conducting market research to procure two integrated hematology analyzers for the 96th Medical Wing at Eglin Air Force Base in Florida. The analyzers must perform complete blood count (CBC) testing, digital cell morphology, and have middleware capabilities with bi-directional interface compatibility with the MHS GENESIS hospital information system. Key contract requirements include the ability to perform over 95% of listed tests, utilize digital barcode technology, and provide automated differential counting for whole blood and body fluid samples. The government is seeking potential small business sources under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, with interested firms encouraged to submit a market survey/questionnaire by May 1, 2025, at 12:00 PM Central Time. Evaluation will focus on technical capabilities, small business certifications, and ability to meet comprehensive technical support provisions.

The procurement is currently not set aside for any specific small business designation, though the government is considering a small business set-aside based on market research responses. While no specific award value was disclosed, the contract will require vendors to provide initial installation, validation, and comprehensive training for laboratory personnel. The analyzers must meet CLIA and Clinical Laboratory Standards Institute performance standards, with vendor obligations including 24/7 online support, on-site service within 24 hours, and emergency service call response within 24 hours. Vendors will need to provide three basic and three advanced training slots and ensure ongoing technical support.
