About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking contractors to repair 25 Helmet Tracker Kits (NSN 7R-1680-016450008-BL, Part Number 10020M-00) for MH-60S helicopters. The procurement involves furnishing labor, materials, and facilities necessary to perform repairs on these specialized aircraft accessories, with delivery required FOB origin. The government intends to use sole source acquisition authority under FAR 6.302-1, as they do not possess the technical data necessary to perform the repairs or manufacture the items. Source approval is required for contractors, and interested parties must respond within 15 days of the notice publication date of April 10, 2025, with the overall due date of July 10, 2025. The applicable NAICS code is 336413, and the Buy American Act applies to this procurement.
This opportunity does not utilize any set-aside designations and the government intends to solicit ELBITAMERICA INC as the sole source contractor for this repair work. The procurement covers exactly 25 units of the helmet tracker kit components, which are specialized equipment used in military helicopter operations. NAVSUP WSS will not delay contract award while source approval processes are pending, indicating an expedited timeline for qualified contractors. The government has determined through market research that this requirement may be met by commercial items as defined in FAR Subpart 2.1, and any resulting contract will be awarded using FAR Part 12 commercial acquisition procedures. Contractors without existing source approval must submit comprehensive approval documentation alongside their proposals, with detailed requirements available through the NAVSUP-WSS Source Approval Information Brochure.
