About this opportunity

U.S. Customs and Border Protection's Domain Awareness Persistent Surveillance (DAPS) Directorate is seeking a services-oriented contract for helium transportation logistics across multiple field sites in Arizona, New Mexico, Texas, and Florida. The contract will support border surveillance operations by providing on-demand transportation services for helium trailers used in radar and electro-optical/infrared surveillance systems. Contractors must be capable of responding to transportation requests within 24 hours and completing trailer pickups and deliveries within 5-7 days. Key contractor responsibilities include maintaining commercial driver's licenses, conducting visual trailer inspections, providing documentation, and submitting monthly status reports. The solicitation requires vendors to submit responses limited to ten pages by 12:00 p.m. ET on April 28, 2025, with interested parties expected to demonstrate their ability to support CBP's border monitoring mission.

The contract is not designated with a specific set-aside and will cover transportation services for seven Tethered Aerostat Radar Systems (TARS), two Tactical Maritime Surveillance Systems (TMSS), and four Tactical Aerostat Systems (TAS) field sites. The initial contract term is a base year from June 29, 2025 to June 28, 2026, with potential for four additional one-year option periods. While specific award values are not detailed in the pre-solicitation notice, the contract will focus on specialized shipping and storage container services (PSC Category 8145) critical to maintaining long-range detection capabilities along the United States-Mexico border, Florida Straits, and Caribbean regions. The transportation services are essential for supporting Customs and Border Protection's Air & Marine Operations' interdiction and monitoring efforts. Vendors will need to demonstrate robust logistical capabilities and a comprehensive understanding of the complex transportation requirements for these specialized helium trailer movements.
