About this opportunity
The Department of Homeland Security Customs and Border Protection's Domain Awareness Persistent Surveillance (DAPS) Directorate is seeking a services-oriented contract for helium rehabilitation, requalification, maintenance, and transportation services. The contract will support critical border surveillance operations by providing comprehensive services for helium tube trailers used in long-range detection and monitoring along the United States-Mexico border, Florida Straits, and Caribbean regions. Specifically, the contractor will be responsible for rehabilitation and requalification of helium tube trailers, including pickup, transportation, and delivery to various field sites including seven Tethered Aerostat Radar Systems (TARS), two Tactical Maritime Surveillance Systems (TMSS), and four Tactical Aerostat Systems (TAS). Vendors must submit their responses by 5:00 p.m. ET on April 2, 2025, with responses limited to ten pages. The solicitation falls under the Freight Transportation Arrangement NAICS category and Specialized Shipping and Storage Containers Product Service Code.
The contract is not designated with any specific set-aside and is anticipated to have a base year from June 2025 to May 2026 with potential for four optional one-year extensions. While specific award values were not explicitly detailed in the pre-solicitation documents, the contract will require comprehensive services including detailed trailer inspection, maintenance, testing, and transportation between field sites and fill plants. The scope of work includes critical requirements such as tube requalification, chassis refurbishment, and thorough documentation processes. The contract will directly support Customs and Border Protection's Air & Marine Operations by maintaining surveillance infrastructure designed to interdict low-level air, maritime, and surface illicit activities. Interested vendors will need to demonstrate significant capabilities in helium trailer management, transportation logistics, and technical maintenance to be competitive for this opportunity.
