About this opportunity

U.S. Customs and Border Protection (CBP) is seeking a services-oriented contract for helium tube trailer rehabilitation and maintenance across multiple field sites supporting border surveillance operations. The Domain Awareness Persistent Surveillance (DAPS) Directorate requires contracted labor services to support, manage, and maintain seven Tethered Aerostat Radar Systems (TARS), two Tactical Maritime Surveillance Systems (TMSS), and four Tactical Aerostat Systems (TAS) located along the United States-Mexico border, Florida Straits, and Caribbean region. The contract will involve two rehabilitation scopes: a minimal scope focused on periodic pressure vessel requalification and a full scope involving complete disassembly and refurbishment. Contractors must adhere to Department of Transportation regulations, Compressed Gas Association publications, and specific CBP standards. The Request for Information (RFI) response is due by 12:00 p.m. ET on April 28, 2025, with a mandatory 10-page response limit.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The anticipated contract structure includes a base year from June 29, 2025 to June 28, 2026, with potential for four additional one-year option periods. While specific award values are not disclosed in the documentation, the contract will cover comprehensive rehabilitation and maintenance services for helium tube trailers used in critical border surveillance infrastructure. The geographic scope encompasses multiple surveillance sites across sensitive border regions, suggesting a strategic and technically complex procurement. Vendors responding to the RFI are expected to provide detailed methodologies for rehabilitation processes, including specific steps, anticipated timelines, and recommended contract structuring approaches that meet CBP's technical and operational requirements.
