Update #1 ·
HELICOPTER CHARTER AND LIFT SERVICE
The U.S. Customs and Border Protection (CBP) plans to enter into one or more Blanket Purchase Agreements (BPAs) for Helicopter Charter and Lift Services in the Houlton Sector Maine with a small business contractor(s).
The purpose of this BPA solicitation is to provide for the transportation of persons and equipment via helicopter to remote CBP communication sites throughout the State of Maine. This effort is to support the Land Mobile Radio (LMR) Tactical Communications Modernization System, sponsored by the Tactical Communications (TACCOM) Program within the Operational Support Division, Office of United State Border Patrol. The nature of the helicopter services is to provide round trip transportation of passengers carrying luggage/cargo and possible transportation of external equipment via lift from one of two local airport locations to specified tower communication sites in Maine. These trips will allow for critical emergency work needed to identify, assess, and repair various aspects of the LMR towers. The service provider will be required to pick up and return passengers to CBP designated locations in Maine, with site maintenance locations at any of the twenty-one (21) LMR tower sites identified as landing zones in the Statement of Work (SOW).
Initial BPA awards will be competitively solicited as a small business set aside. The Government intends, based on an analysis of needs to award between one (1) and three (3) BPAs, but reserves the right to adjust the number of awards or make no award at all. In order to be selected for award, offerors will be required to electronically submit a proposal and supplemental information with their package consistent with the instructions in this solicitation. It is the offeror's responsibility to insure their proposal meets all of the requirements stated in the Instructions to offerors of the solicitation. Failure to provide all necessary information may result in an offer being rejected or not receiving full consideration since the Government reserves the right to award based upon initial proposals and without discussions.
Questions for this solicitation are encouraged. All questions will be directed to the Contract Specialist Roland Lim at roland.lim@cbp.dhs.gov.
Submissions of offers may be submitted on or before the closing date and time of this solicitation. Emailed to both Roland Lim at roland.lim@cbp.dhs.gov and Contracting Officer Tim Evans at Timothy.O.Evans@cbp.dhs.gov.
