About this opportunity

The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC), under the Department of the Interior Idaho Region, issued a Special Notice on November 7, 2025, regarding heavy equipment repair services. The notice announces the BLM's intent to negotiate a sole-source contract with Empire CAT, located in Winnemucca, Nevada, for repair work on track assemblies and bogie suspension replacement. This procurement action is authorized under FAR 6.302.1, which permits non-competitive contracting when only one responsible source can satisfy the agency's requirements. The estimated contract value is $20,424.95, and this notice fulfills the government's public posting requirements. No Request for Quotation will be issued in response to this sole-source procurement.

The primary objective of this Special Notice is to provide transparency regarding the government's intent to award a sole-source contract while inviting competing firms to demonstrate their capability to perform the work. The deadline for contractors to submit written notification and evidence of comparable capability is 5:00 p.m. Eastern on November 21, 2025. Any firm responding must provide compelling evidence that it can furnish the required items at a cost not exceeding the estimated transaction cost of $20,424.95. The requirement is unrestricted and applies to the commercial and industrial machinery repair industry under NAICS code 811310. Interested contractors should contact Contracting Officer Casey Gean Boyd at cmboyd@blm.gov, referencing action number 140L3726Q0001, and should note that if no affirmative responses are received by the deadline, the contract will be awarded to Empire CAT.
