About this opportunity
The Department of State is seeking Heating Pipeline Replacement Services for the U.S. Embassy Astana Compound in Kazakhstan through Request for Quotes 19KZ1025Q0007. The procurement involves replacing approximately 60 meters of heating supply and return pipelines, including excavation up to 2.7 meters deep, installation of pre-insulated steel pipes with polyurethane foam insulation, and associated materials such as 8 insulated 90-degree bends and 2 x 45-degree half bends. Contractors must be technically qualified, maintain a local business presence, provide proof of SAM registration, and meet various compliance and insurance requirements including non-destructive testing of welds and pressure testing. The contract will be awarded to the lowest-priced, acceptable, and responsible quoter without discussions, though the government reserves the right to hold discussions with companies in the competitive range if necessary. Quotations were originally due by August 22, 2025 at 3 p.m. local time and must be submitted electronically in specified formats with file sizes not exceeding 30MB.
This procurement does not utilize any set-aside designation and no incumbent contractors are identified in the solicitation documents. The anticipated contract value ranges between $25,000 and $100,000, making this a relatively modest infrastructure improvement project. The contractor must complete all work within 14 calendar days of receiving the notice to proceed, with potential liquidated damages of 30,000 KZT per day for delays beyond the completion deadline. The work will be performed at the U.S. Embassy compound in Astana, Kazakhstan, requiring the selected contractor to have local operational capabilities. The project's scope includes both the supply of materials and the construction services necessary to replace the embassy's heating pipeline infrastructure, ensuring continued operational functionality of the facility's heating system.
