About this opportunity
The Department of Homeland Security's Customs and Border Protection (CBP) has issued a Special Notice announcing its intent to award a sole source contract to Malta Enterprises for HVAC services at Building 77, JFK International Airport in Jamaica, New York. The procurement involves repair or replacement of a wall-hanging heater in the Firearms Range that was damaged by gunfire. CBP is justifying this sole source award under FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency requirement. The notice emphasizes that this is not a request for quotations and no solicitation will be made available. The work falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code N041 for Installation of Equipment- Refrigeration, Air Conditioning, and Air Circulating Equipment.
The primary purpose of this Special Notice is to provide advance notification of CBP's intent to negotiate directly with Malta Enterprises while allowing other interested parties to submit capability information by the July 24, 2025 deadline at 5:00 PM Eastern Time. Contractors wishing to demonstrate their capabilities must email the contract specialist at amoz.j.samuel@cbp.dhs.gov, with no phone calls accepted. The key eligibility requirement is that contractors must be authorized to perform work in Port Authority of New York buildings, as the Port Authority maintains an approved vendor list that the building lessor is required to use. Malta Enterprises is uniquely positioned because they are already approved by both the Port Authority of New York and the lessor (Prologis), and they regularly perform contract work in Building 77, including inspection and repair of the building's fresh air intake system to the firearms range. The work must be completed within 90 days of contract award and requires specific insurance coverage including $2 million in commercial general liability and umbrella policies.
