About this opportunity
The Defense Logistics Agency Aviation is seeking to procure 25 heat exchangers (NSN 7R-1660-015126523-QE) with a critical technical requirement for government source approval prior to contract award. The solicitation emphasizes the need for an approved source with unique engineering capabilities and manufacturing/repair knowledge specific to this flight-critical component. Potential contractors must submit detailed technical information through NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures if they are not currently an approved source. Offers that do not provide comprehensive data required by the Source Approval Brochure will be automatically disqualified from consideration. The pre-solicitation notice indicates a complex procurement process where technical expertise and prior government approval are paramount, with a proposal response deadline of May 8, 2025.
The solicitation does not indicate any specific set-aside designations, and the quantity is fixed at 25 units to be delivered FOB origin. The procurement timeline suggests a rigorous qualification process where alternate sources must meet stringent engineering standards approved by the cognizant government engineering activity. While no specific award value is mentioned, the technical complexity suggests this is a specialized military aerospace component procurement. The government reserves the right to continue award processes based on fleet support needs, even if source approval evaluations are not completed within the expected timeframe. The procurement is primarily focused on maintaining critical air conditioning, heating, and pressurizing equipment for military aircraft, with an emphasis on preserving existing technical data rights and manufacturing knowledge.
