About this opportunity

The Department of Health and Human Services intends to negotiate on a sole source basis with Irving Levin Associates, LLC for healthcare mergers and acquisitions deal data, with a capability statement deadline of September 18, 2026 at 3:00 P.M.

The Assistant Secretary for Planning and Evaluation (ASPE) requires data on mergers and acquisitions in healthcare services markets to support analysis and reporting obligations under the No Surprises Act, Section 201. The procurement specifically seeks LevinPro HC M&A data, which tracks healthcare acquisitions across 14+ sectors, and LevinPro LTC data covering long-term care sector M&A trends. ASPE intends to use this data to analyze whether specialties most affected by certain regulatory measures—emergency medicine, radiology, anesthesiology—experience accelerating M&A activity compared to other healthcare sectors.

The Government is conducting this acquisition under FAR 13.501 (sole source authority). Interested parties may submit capability statements addressing their ability to provide the requested items or services. All capability statements must be received by the Contracting Officer, Anne Mineweaser, at anne.mineweaser@hhs.gov, referencing notice number HHS-OMAS-NOI-26-7571MN26Q00106. The Government reserves sole discretion to determine whether to conduct a competitive procurement based on responses received. Information submitted will normally be evaluated only to inform that competitive procurement decision, and submission does not obligate the Government to award a contract.

Notice text

The Department of Health and Human Services intends to negotiate on a sole source basis with Irving Levin Associates, LLC

Description:

Background

The LevinPro HC M&A data are the comprehensive healthcare acquisition data available. It tracks acquisitions for the entire health care services industry, categorizing M&A activity by 14+ sectors, important for NSA analysis that wants to particularly focus on whether areas most affected by NSA(E&M, radiology, anesthesiology) see accelerating M&A activity compared to other specialties/sectors.

Scope of Work

The Assistant Secretary for Planning and Evaluation (ASPE) is in need of data on mergers and acquisitions in the markets for health care services. This data is critical for a series of reports. HHS is required to do under the No Surprises Act, Sec.201. This data would support HP’s need for data analysis on mergers and acquisitions in the health care sector. The LevinPro HC M&A data will allow HP to access trends in mergers and acquisitions across all healthcare sectors. LevinPro LTC will allow HP to access trends in mergers and acquisitions in the long term care sector.
