About this opportunity
The Centers for Medicare and Medicaid Services (CMS) has posted a Limited Source Justification Notice for the Healthcare Effectiveness Data Information Set (HEDIS) Summary Level Data Collection for Medicare Advantage, which was awarded as a sole-source contract to the National Committee for Quality Assurance (NCQA) on September 12, 2025. The contract, valued at $3,198,080, requires NCQA to provide and maintain an information system and IT infrastructure to collect summary-level HEDIS quality measures for Medicare Advantage organizations, which are required under Section 1852(e) of the Social Security Act. The sole-source justification is based on NCQA's proprietary rights to the HEDIS data collection system and its status as the only organization authorized to develop, revise, and retire HEDIS quality measures, having served as the industry standard for healthcare quality performance measurement since 1997. The contract is structured as a firm-fixed price agreement covering a base period and four option periods ranging from $599,673 to $679,818 each, spanning acquisition year 2025. Market research conducted from May 14-28, 2025, yielded no competing vendors expressing interest or capability to perform the required services, further supporting the sole-source award decision.
Notice text
This posting provides notice that the limited-sources justification (LSJ) for the Healthcare Effectiveness Data Information Set (HEDIS) Summary Level Data Collection for Medicare Advantage procurement is being posted pursuant to FAR 8.405-6(a)(2), which requires the ordering activity to publish a notice and post the justification within 14 days after placing an order exceeding the simplified acquisition threshold that is supported by an LSJ.
The purpose of the task order is to secure a Contractor to collect and manage plan-level (i.e., “Summary level”) quality data for the Healthcare Effectiveness Data and Information Set. Under Section 1852(e) of the Social Security Act, Medicare Advantage organizations are required to collect, analyze, and report data that permit measurement of health outcomes and other quality indices. HEDIS Summary-Level data are an integral part of the Medicare Advantage Star Ratings Program, which is codified in federal regulation (2018). HEDIS quality of care measures are described in the methodology in the Rule. The Medicare Star Ratings are publicly reported on the CMS website and they are displayed in the Health Plan Management System (HPMS).
Please see the Attachments section of this notice for a complete copy of the approved LSJ.
Note - This is NOT an active procurement opportunity but is instead a required posting of an approved LSJ subsequent to task order award.
Awarded contract GS-10F-0012Y to unknown vendor for unknown amount on 2025-09-12.
