About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Office of Veterans Community Care issued a Request for Information (RFI 36C10G26Q0087) on Health Systems Technology Integrator solutions, with responses due October 2, 2026 at 12:00 PM Eastern. The RFI seeks market research to support an accountable care operating model for community care where approximately 40 percent of VA care is delivered through community providers.

Respondents must address eight substantive sections covering end-to-end testing strategies across dual EHR environments (Federal EHR/Oracle Health and VistA coexisting through the early 2030s); multi-payer and federal systems integration including ATO achievement and compliance with 38 U.S.C. 7332 and 42 CFR Part 2; training and capability transfer enabling VA staff to achieve independent maintenance; benefits eligibility determination across systems with conflicting data; FHIR bulk data exchange experience; third-party vendor technical onboarding; and feedback on acquisition structure, contract type, period of performance, and small business participation.

The Government will consolidate community care networks from five regions to two under an IDIQ structure managed by third-party administrators. Financial systems modernization will occur through the Integrated Financial and Acquisition Management System (iFAMS). The integrator must enable traceable financial workflows from clinical event through payment and support AI/ML component testing and defect management.

Respondents must provide UEI, CAGE code, NAICS, contract vehicles, annual revenue in health IT integration, and disclose affiliations with TPAs, Federal EHR vendors, or claims administrators. Responses citing specific engagements must document client type, scale, duration, and outcomes with proprietary content marked at the paragraph level.

Contact Gary T. Basile, gary.basile@va.gov, 916-472-1011. The contracting office is located in Fredericksburg, Virginia.
