About this opportunity

The Defense Threat Reduction Agency (DTRA) filed a Class Justification for Other Than Full and Open Competition on February 2, 2026, to extend non-competitive contract modifications with two incumbent contractors providing critical Advisory and Assistance Services to support the Research and Development Directorate's countering weapons of mass destruction and emerging threats missions. Systems Planning and Analysis, Inc. (SPA) was awarded contract HDTRA121C0054 to continue providing Scientific & Technical Subject Matter Expertise services, with an estimated extension cost of $33,012,367 bringing the total contract value to $197,758,258, while a companion extension with ARServices, Limited under contract HDTRA121C0042 for Program Management Office services is valued at $53,282,673, bringing its total to $194,805,913. The 12-month base effort includes two optional 6-month periods, extending performance from January 16, 2026 through January 15, 2028. DTRA justified the sole source approach under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), asserting that only these incumbent contractors can provide the highly specialized, continuous support required across the CBRNE spectrum without creating unacceptable service gaps and mission-critical delays. The government determined that competitive procurement would result in an untenable interruption in services supporting critical CCMD engagements, nuclear research, test and assessment activities, and Nevada Test operations, as the follow-on acquisition strategy was significantly delayed due to budget cuts implemented in February 2025, with new awards now anticipated by the end of first quarter 2028.
