About this opportunity

The Department of the Treasury Bureau of the Fiscal Service, acting on behalf of the Financial Crimes Enforcement Network (FinCEN), has issued a Special Notice announcing its intent to make a sole source award to Intuition Machines, Inc. for hCaptcha Enterprise and Premium Support software. The procurement is being justified under FAR 6.302-1 and is subject to final approval. FinCEN requires this CAPTCHA technology to distinguish between computers and humans and block unwanted bot traffic including web scraping, credential stuffing, and spam across its systems. The software will protect the Beneficial Ownership Secure System, FinCEN.gov, and Contact Center, with an estimated 30 million verifications required annually. The anticipated contract period is 12 months and falls under the Software Publishers NAICS category and IT Business Application Software PSC category.

The primary purpose of this Special Notice is to provide market research and allow other potential vendors an opportunity to demonstrate their capability to meet FinCEN's CAPTCHA requirements before proceeding with the sole source award. Interested contractors must submit written responses by 1:00 PM ET on Monday, October 13, 2025, electronically to purchasing@fiscal.treasury.gov with specific reference information. All responsible sources may submit capability statements, proposals, or quotations, and responses must include sufficient evidence clearly demonstrating the ability to meet the stated requirements. If no response is received that demonstrates superior capability and advantage to the government by the deadline, FinCEN will proceed with the sole source award to Intuition Machines, Inc. Telephone inquiries are not accepted, and no formal solicitation document is available for this procurement.
