About this opportunity
The U.S. Army Corps of Engineers, New England District is procuring the removal and disposal of a hazard to navigation in Portland Harbor, Maine through an unrestricted Invitation for Bids (IFB). The procurement seeks qualified contractors to remove a submerged wooden wharf pile obstruction located in the Fore River channel feature of the Federal Navigation Project. Successful bidders must provide all necessary personnel, labor, materials, and floating plant equipment to accomplish the complete removal and disposal of the obstruction, which is approximately 32 feet long and 2 feet in diameter, extending to an elevation of -30.8 feet below Mean Lower Low Water. If complete removal proves infeasible, contractors may alternatively remove the portion of the pile above the mudline and below -35.5 feet MLLW or deeper, with photo verification and proof of removal required upon completion. This is an unrestricted procurement with no set-asides, meaning any responsible source meeting the small business size standard of $45 million may submit a bid for consideration.
This contract carries no set-aside designations and permits bids from any responsible source. The estimated construction cost ranges from $100,000 to $250,000, with construction expected to take approximately two days to complete. The work falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and PSC code Y1QA (Construction of Restoration of Real Property). The solicitation addresses a critical operational concern, as Portland Harbor is a busy commercial port accommodating deep-draft vessels including tankers and container vessels, making the removal of this navigation hazard essential for safe maritime operations. While the pre-solicitation notice does not specify formal proposal deadlines or question submission periods, interested contractors should monitor the Federal Procurement Data System for the formal IFB release, which typically follows shortly after pre-solicitation posting.

Hazard to Navigation Removal & Disposal, Portland Harbor, Maine
The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for the Removal of a Hazard to Navigation in the Federal Navigation Project at Portland Harbor in Portland, Maine. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 with a Size Standard of $45M. Construction is expected to take about 2 days to complete. The estimated construction cost is $100,000 to $250,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
Under this contract, the successful bidder will be required to provide all personnel, labor, materials and floating plant needed to accomplish the removal and disposal of a submerged obstruction to navigation in the FNP in Portland Harbor, Maine. Portland Harbor is a very busy commercial port with deep draft commercial vessels including tankers and container vessels calling on it. The obstruction appears to be the remains of a wooden (with some attached metal) wharf pile and is located downstream of the Casco Bay Bridge and approximately 240 feet off the Holyoke Wharf at approximate position, 43° 38 55.22N, 070° 15 15.96W, inside the authorized, 35-ft deep, Fore River channel feature of the FNP. The obstruction, an approximately 32’ long (i.e., above the mudline) by 2’ diameter wooden wharf piling, is lodged in bottom sediments, and sticking up above the channel bottom at a low angle at (tip) elevation -30.8 feet below Mean Lower Low Water (MLLW). The length of pile extending below the mudline is unknown. The objective of this contract is to remove and dispose of the pile in its entirety. However, if removal of the pile in its entirety (e.g., the portion below the mudline) is not feasible, then removing that portion of the pile above the mudline and below -35.5’ MLLW or deeper, is also acceptable. Photo verification and proof that the pile has been removed and disposed of in accordance with the requirements of this contract will be required. Acceptance of work will be contingent on Government after removal hydrographic surveys showing the project clear to the target depth. All work, including any underwater diving, shall be in accordance with the U.S. Army Corps of Engineers, Safety and Health Requirements Manual (EM 385-1-1, 15 March 2024 Version) and in accordance with all Federal, State and local requirements.
