About this opportunity

The U.S. Army Corps of Engineers, Portland District (USACE) has issued a Special Notice of Intent to Sole Source regarding the procurement of hatchery juvenile Chinook salmon for research, monitoring, and evaluation purposes. This notice, published on July 8, 2025, with a response deadline of July 21, 2025, indicates the agency's intention to negotiate a sole-source purchase order with the Oregon Department of Fish and Wildlife (ODFW). The procurement falls under NAICS code 112511 for Finfish Farming and Fish Hatcheries with a size standard of $3,750,000. The work will be performed at various hatcheries and fish facilities throughout the Willamette Valley, including Marion Forks, South Santiam, McKenzie/Leaburg, and Willamette Hatcheries, as well as Minto, Foster, and Dexter Fish Facilities. The contract period is approximately 18 months, running from August 2025 through January 2027.

The primary objective of this procurement is to fulfill research, monitoring, and evaluation needs for the Willamette Valley Project dams through the provision of hatchery juvenile Chinook salmon. USACE justifies the sole-source approach under 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b), stating that ODFW is the only responsible source capable of satisfying the agency's requirements since they operate the referenced hatcheries. While this is not a competitive solicitation, responsible sources may submit capability statements to the contracting officer before 10:00 AM Pacific time on July 21, 2025. Electronic responses must be submitted via email to both specified points of contact, with oral communications not being acceptable. If no affirmative written responses are received by the deadline, the contracting officer will proceed with the sole-source action to ODFW. The government retains sole discretion in determining whether to compete this requirement, and assumes no responsibility for costs incurred by parties responding to this notice.
