About this opportunity

The Defense Logistics Agency Troop Support Clothing and Textiles is seeking manufacturers for Man's Drill Instructor Hats, a felt service hat designed for military personnel across the Army, Marine Corps, and Air Force. The contract requires hats to be manufactured in accordance with detailed technical specifications, including fur felt construction in either Olive Drab 441 or Air Force Blue 1571, leather chin straps, grosgrain ribbon bands, and specific sizing from 6-1/2 to 7-3/4. All items must be 100% U.S. made from 100% U.S. materials, and contractors must submit product demonstration models from each proposed place of performance along with a three-year past performance history. The government will evaluate proposals based on technical merit as the primary factor, followed by price, using source selection criteria that emphasize Product Demonstration Models, Past Performance Confidence Assessment, and Proposed Price. The pre-solicitation notice was posted on December 15, 2025, with a response deadline of December 30, 2025.

This procurement is designated as a Total Small Business Set-Aside and will be awarded as an Indefinite Delivery, Indefinite Quantity contract with Firm Fixed Price terms structured across five 12-month pricing tiers for a 60-month total performance period. The guaranteed minimum quantity across all five tiers is 1,344 units, with an annual estimated quantity of 5,364 units per tier and a maximum quantity of 41,593 units across the entire contract period. The initial delivery order requires three monthly deliveries beginning 120 days after award, with subsequent orders due in 90-day intervals, and all deliveries must be made to the Army 3PL Pendergrass Distribution Center in Pendergrass, Georgia. While no specific budget range is disclosed in the pre-solicitation notice, the combination of guaranteed minimums, annual estimated quantities, and the five-year contract duration indicates a substantial procurement opportunity. Contractors must comply with rigorous quality assurance and testing requirements, including shade evaluation, pre-production sampling, and mandatory testing procedures at the DLA Product Testing Center within 45 calendar days.
