About this opportunity
The U.S. Army Corps of Engineers (USACE), Kansas City District, is conducting market research for the replacement of a service elevator at the Harry S. Truman Power Plant in Warsaw, Missouri. The project encompasses the complete development of final performance specifications, contract award, construction, commissioning, and project closeout for a new service elevator with a 4,500-pound weight rating that prioritizes hoist power over speed. The elevator will be service-only rated with an industrial cab configuration and will not be required to meet ADA compliance standards. Work will be performed under labor categories subject to the Davis-Bacon Act or collective bargaining agreements, and the government intends to procure these services competitively. Interested contractors must submit their responses by 2:00 P.M. (CST) on October 15, 2025, via email to Angella Curran, with submissions limited to 15 pages in PDF format. Response requirements include company information, capabilities, experience with elevator replacement projects from the last 3-5 years, capacity to complete the work, business classification details, and bonding information.
The procurement operates under NAICS code 236220 for Commercial and Institutional Building Construction with a small business size standard of $45.0 million. While no specific set-aside designation has been finalized, the notice indicates potential for a small business set-aside across all small business categories, though large businesses are also encouraged to respond. The estimated project value ranges between $1,000,000 and $5,000,000, reflecting the comprehensive scope of elevator replacement work at this federal power generation facility. No incumbent contractors are identified in the documentation, suggesting this may be the initial replacement of the existing elevator system. The project timeline appears focused on near-term execution given the relatively short response period of approximately three weeks from the notice posting date. All responses will be treated as Controlled Unclassified Information (CUI) and retained indefinitely by the government for evaluation purposes.
