About this opportunity

The Department of Energy published a Special Notice regarding draft sections and sample task orders from the upcoming Hanford Tank Closure Contract Request for Proposal. The DOE is releasing these materials for industry feedback prior to issuing the final RFP in late January 2019.

The Special Notice invites interested parties to thoroughly review the draft RFP materials and accompanying website. Comments are requested by January 28th using the provided Excel template, with feedback separated by section or task order. Key areas the DOE is seeking input on include the guaranteed minimum and fee structure outlined. Eligible parties are asked to examine the drafts and submit written comments to inform the final RFP's preparation, though the DOE will not directly respond to questions on the draft versions. No proposals are being solicited at this time in response to the draft materials. The final RFP is anticipated to include a 30-day proposal period once issued.

Notice text

HANFORD TANK CLOSURE CONTRACT (TCC); DRAFT REQUEST FOR PROPOSAL SECTIONS AND TASK ORDERS
In alignment with the Special Notice, Modification to EM End States Contracting Model (ESCM), released to Industry on December 12, 2018 https://www.emcbc.doe.gov/SEB/em_escm/News%20and%20Announcements.php, and the Special Notice, “Update to Request for Proposal Release Time Frames for the Central Plateau Cleanup Contract (CPCC) and Tank Closure Contract,†dated January 7, 2019 (https://www.emcbc.doe.gov/SEB/TCC/News%20and%20Announcements.php), the Department of Energy (DOE) is releasing draft sections B, C, H, L, M and task orders for the TCC Request for Proposal (RFP), Solicitation No. 89303319REM000044, for advance industry feedback. EM appreciates all stakeholder feedback received to date on the End State Contracting Model (ESCM). The comments received were thoroughly reviewed, generated considerable internal discussions, and resulted in refinements to the ESCM and the TCC RFP.
DOE IS NOT REQUESTING PROPOSALS AT THIS TIME, AND INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS IN RESPONSE TO THE REVISED DRAFT RFP SECTIONS AND TASK ORDERS. DOE WILL NOT EVALUATE ANY PROPOSALS RECEIVED IN REPSONSE TO THE REVISED DRAFT RFP SECTIONS AND TASK ORDERS. PROPOSALS SHALL BE SUBMITTED ONLY IN RESPONSE TO THE FINAL RFP, CURRENTLY ANTICIPATED TO BE ISSUED IN LATE JANUARY OF GOVERNMENT FY2019.
DOE hereby invites all interested parties to thoroughly examine the Draft RFP sections, task orders, and the accompanying procurement website (https://emcbc.doe.gov/SEB/TCC/) in their entirety and to submit comments in writing to the following email address: TCC@emcbc.doe.gov.
Prior to issuance of the Final RFP (for which a 30 day proposal preparation period is anticipated), DOE will consider the comments received from interested parties in response to the revised Draft RFP sections and task orders. In particular, DOE is seeking feedback from interested parties on the following:
1. Are there any questions or concerns on the guaranteed minimum in Section B.3 of the Master Indefinite Delivery/Indefinite Quantity (IDIQ) contract?
2. Is the fee structure identified in Section B of the Task Orders clear? If not, what is unclear and how can it be improved?
3. Are there any additional specific technical or programmatic documents and/or information that should be posted to the EMCBC Acquisition website’s documents library in order to assist in preparation of technical or cost proposals?
Interested parties will have until January 28, 2019 to submit comments regarding the Draft RFP sections and task orders. All comments shall be submitted in the Microsoft Excel format provided on the procurement website, separated by RFP section and/or task order number. Please do not make any changes to the Microsoft Excel formatting with the exception of adding rows as needed. DOE will not respond to or post on the procurement website any verbal or written questions or comments pertaining to the Draft RFP sections or task orders; however DOE will consider comments when preparing the Final RFP. Interested parties will be given the opportunity to submit questions and comments in writing for DOE response once the Final RFP is issued.
