About this opportunity
The Department of Energy Office of Environmental Management announced a consolidation determination for the Hanford General Support Services Task Order under Solicitation No. 89303326QEM000031, with a July 30, 2026 comment deadline, restricted to total small business set-aside. DOE has determined consolidation is necessary and justified under FAR Part 7.107-3(b), consolidating eleven separate Blanket Purchase Agreements providing administrative and specialized nuclear safety technical support at the Hanford Field Office into a single competitive contract vehicle. Market research conducted through a prior Sources Sought Notice (89303325REM000148) posted August 26, 2025 demonstrated small business availability and capability to perform the consolidated work. The consolidation identifies quantifiable cost savings of $20.95 million over contract execution, comprising $6.46 million in administrative cost reductions from consolidating eleven BPAs and over 100 BPA calls, plus approximately $2.92 million from eliminating redundant activities including replicated Program Manager and Invoice Coordinator positions. Labor category rate variances across current vendors indicate efficiency gains through single-contractor consolidation. Quality improvements include enhanced personnel retention, streamlined performance monitoring through single accountability, and reduced acquisition cycle times. DOE coordinated with small business programs and the Small Business Administration prior to the consolidation decision. The Consolidation Determination and Findings document, signed February 4, 2026, is attached; no Deputy Secretary approval was required.
