Pricing must be firm-fixed and all-inclusive, covering delivery, pre-delivery inspection, ISPM 15-compliant packaging, marking, and a one-year manufacturer warranty. The government inspects on arrival, and nonconforming items are returned at contractor expense and risk.
Quotations go by email to grijalvaje@state.gov in two separate parts: a technical quotation and a pricing schedule. The technical quotation must include product identification, technical literature showing specification compliance, delivery, inspection and testing, warranty, export compliance, and packing/marking statements. Required forms include SF-1449 Section I, Pricing, Section 5 Representations and Certifications, and proof of current SAM.gov registration. Files must be in Word, Excel, or PDF format, each no larger than 30MB, and proposals must be in English. No award value or ceiling is stated.
