About this opportunity
The Naval Air Systems Command (NAVAIR), an organization within the Department of the Navy, is issuing a Request for Information (RFI) to identify qualified sources for commercially available hand pumps designed to inflate LRU-13A Multi-Place Life Rafts (MPLR) used by rotary-wing and fixed-wing transport aircraft. The procurement seeks COTS items that meet specific performance requirements, including air discharge of no less than 32 cubic inches per stroke at 70 degrees Fahrenheit, an operating force allowing a 1-pound weight to fully depress the plunger assembly within 5 seconds, and dimensional constraints of 10 inches maximum length in the closed position with 4 inches maximum diameter and 13/16-20 UNS-2A external threads on the outlet. COTS items submitted will be evaluated based on their capability to meet these detailed performance specifications. Interested companies should direct inquiries to the Contract Specialist at jose.l.perez262.civ@us.navy.mil, and all RFI responses must be submitted to Jennifer Milan at PMA202 in Patuxent River, Maryland. The deadline for submitting responses to this RFI is March 20, 2026.
This procurement is not designated as a set-aside and does not indicate any known incumbent contractors or budget allocation. The RFI does not specify the quantity of hand pumps required, anticipated award value, or contract timeline, as the primary purpose at this stage is to gather market information and identify capable suppliers. All responding companies must provide their CAGE code, business size classification under the North American Industry Classification System (NAICS), and demonstrate their qualifications to manufacture or supply the specified hand pump product. The relevant NAICS codes for this opportunity are 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and 336612 (Boat Building), with the product falling under PSC 1680 (Miscellaneous Aircraft Accessories and Components).
