About this opportunity

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking to procure a specialized handheld analyzer from Dewetron INC for missile integration testing purposes. The solicitation, identified as N0017825Q6653, is for specific equipment including the TrioNet 3 Power Analyzer, associated modules, and calibration services designed to measure digital and electronic signals for US and NATO Consortium assets. This is a sole-source procurement, with Dewetron identified as the only manufacturer capable of providing equipment compatible with current software configurations and MSU power control laptop requirements. The contract will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with offerors required to submit historical data and published pricing. Interested vendors must be registered in the System for Award Management (SAM) and submit their quotes by December 19, 2024, at 12:00 p.m. EST, with an anticipated award date of January 30, 2025.

The solicitation is not a small business set-aside and is open to all qualified vendors, with a requirement for Trade Agreements Act (TAA) compliance. The procurement will utilize Simplified Acquisition Procedures (SAP) and will be awarded as a firm-fixed-price contract. The specific equipment requirements include two TRIONet3 portable data acquisition systems, two TRION3-1820-Power-4 modules, and eight TRION-SUB-XV sub modules with isolated inputs. Delivery of the equipment will be to the NSWCDD location in Dahlgren, VA 22448. The contract falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Product Service Code (PSC) of 7K20 for IT and Telecom Storage Products. The sole-source justification stems from Dewetron's unique form factor and technical specifications that cannot be replicated by other manufacturers without significant and unbudgeted reengineering.
