About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to procure additional production units of the Hammerhead system, a moored-torpedo variant mine system capable of detecting, classifying, and defeating Anti-Submarine Warfare (ASW) targets. This pre-solicitation notice indicates NAVSEA's intent to award a contract modification to increase production quantities under the existing Contract No. N00024-21-C-6425 to meet Fleet operational requirements in FY27. Interested parties may submit capability statements detailing their technical expertise and ability to fulfill the requirements by 1500 EST on March 28, 2026, via email to christopher.t.venturino.civ@us.navy.mil and lisa.c.wagaman.civ@us.navy.mil. The Government will evaluate responses based on technical capability and ability to meet the accelerated delivery timeline, as NAVSEA has determined the incumbent contractor is the only available source capable of fulfilling requirements without undue delay. No reimbursement will be provided for costs associated with submitting capability statements or responding to follow-up information requests.
This procurement is not utilizing any set-aside designation and appears to be a sole-source contract modification intended for General Dynamics Missions Systems, Inc. (GDMS), which was the original awardee for the design, development, and production of the Hammerhead system. The notice does not specify a contract value or quantity of units required for the modification. NAVSEA is currently obtaining a complete Technical Data Package for the Hammerhead system with completion projected in FY26, which will support the accelerated production schedule needed to fulfill FY27 operational requirements. The compressed timeline and technical complexity of the system are key factors in the Government's determination that GDMS represents the only viable source for this requirement.
