About this opportunity
The Department of the Interior National Park Service is seeking a qualified traffic control contractor for Haleakala National Park to manage vehicular and pedestrian traffic during a critical construction period. The primary objective is to optimize parking operations and ensure public safety, with a specific focus on daily sunset hours from 4:00 PM to 7:30 PM HST and other peak visitor times. The contractor will be responsible for providing all necessary labor, equipment, materials, and supervision to manage traffic and parking at the Haleakala Summit, with services that must remain adaptable to construction schedules, weather conditions, and varying visitor volumes. The contract is classified under NAICS code 561990 for All Other Support Services and PSC category S216 for Facilities Operations Support. The pre-solicitation notice was posted on June 4, 2025, with responses due by June 20, 2025, and the performance period coinciding with a construction project scheduled from August 2025 through April 2026.
This contract opportunity is not designated with any specific set-aside classification and will involve managing traffic challenges created by a construction project that will render up to 45% of available parking spaces unavailable. The contractor will need to develop strategies to maintain visitor access and safety during peak tourism periods, particularly around sunset viewing times when the summit attracts large crowds. While specific award values are not disclosed in the pre-solicitation notice, the contract's scope suggests a comprehensive traffic management solution tailored to the unique environmental and logistical constraints of Haleakala National Park. The performance period spans approximately eight months, aligning with the construction project's timeline and covering the park's most critical visitor engagement periods. Potential bidders should be prepared to demonstrate expertise in complex traffic control environments, particularly in sensitive natural settings with significant visitor management challenges.
