About this opportunity

The Federal Bureau of Prisons Federal Correctional Complex in Terre Haute, Indiana is seeking Halal food items through a competitive solicitation. This procurement focuses on obtaining various Halal-certified meal components including cheese omelets, chicken meals, turkey cutlets, meatloaf, and spaghetti and meatballs. The solicitation emphasizes an all-or-none quote requirement, meaning vendors must quote all listed items to be considered. Evaluation will prioritize past performance as the most critical factor, with additional consideration given to price, quality, and administrative costs. The government will use FAR 13.106-2 to evaluate quotes and may issue a purchase order that requires mutual signature to finalize the contract. Quotes are due by March 7, 2025, at 11:00 AM, and must be submitted electronically to both Richard Moothery and Eli Brown at their Bureau of Prisons email addresses.

This solicitation is a 100% small business set-aside under NAICS code 311999 (All Other Miscellaneous Food Manufacturing), providing opportunities for smaller enterprises to compete. Deliveries are scheduled to begin in March 2025 and will be made directly to the Federal Correctional Complex located at 4700 Bureau Road South in Terre Haute, Indiana. All potential contractors must be registered in the System for Award Management (SAM) prior to award, with registration information available at https://www.sam.gov. Payments will be processed through Electronic Funds Transfer or Government Purchase Card for awards under $10,000. The solicitation explicitly states that Faith Based and Community Based Organizations have equal rights to submit quotes, emphasizing an inclusive procurement approach. While specific contract value is not disclosed, the procurement is structured to accommodate multiple award possibilities based on best value determination.
