Key requirements include maintaining a team of 10-11 full-time equivalent contractor employees with current Top Secret security clearances and the ability to obtain Sensitive Compartmented Information (SCI) and Special Access Program (SAP) caveats, with all personnel required to be U.S. Citizens performing onsite at the Pentagon during normal business hours. Contractor capability packages must address technical capability, personnel resources, company experience, and relevant Federal contract performance, submitted as unclassified PDF files not exceeding 4 pages and 5MB in size. The deadline for submitting capability packages is April 1, 2026, at 12:00 PM Eastern Time, with responses directed to MSgt Kyle E. Mead at kyle.mead@us.af.mil.
This procurement carries no set-aside designation and does not identify any incumbent contractors. The anticipated contract value totals $25 million based on the NAICS code revenue size standard, with performance spanning five years from March 18, 2027, through March 17, 2032, comprising one 18-month base period followed by four optional one-year renewal periods. The contractor must field personnel including six Warfighter Support Subject Matter Experts with minimum 10+ years of federal experience and 5+ years at major command or headquarters levels, one Senior SME with 15+ years federal experience, one Security Specialist, one Operations and Workflow Manager with extensive Air Force background, and one Operations Research Analyst specializing in wargaming and modeling. Performance thresholds require 100% qualified personnel at task order start, 90% on-time deliverable completion with 100% accuracy on critical information, all FTE vacancies filled within 28 working days, and zero security compliance deficiencies, with deliverables including monthly status reports, quality control plans, and transition documentation.
