About this opportunity
NASA announced the Habitable Worlds Observatory Instrument Concept Assessments (HWO-ICA) solicitation under ROSES-2025, with proposals due October 14, 2026. The program solicits concept assessments to mature the HWO mission through development and analysis of innovative instrument concepts, covering scientific opportunity and performance, engineering feasibility and footprint, technology maturity and gaps, and associated risks. The solicitation does not support flight hardware development or guarantee future mission participation.
Two proposal categories are available: Category 1 accepts proposals led by U.S.-based institutions for instrument concept assessments nominally spanning two years; Category 2 supports U.S.-based individuals participating in ongoing instrument concept programs led and funded by non-U.S. institutions for nominally up to two years. As of Amendment 1 (September 3, 2026), unfunded U.S.-based individuals involved in the proposed work may be included as Collaborators on Category 2 proposals.
Selected proposals receive funding through firm-fixed-price contracts or Interagency Agreements. Dual anonymous peer review applies. No Notices of Intent or Step-1 proposals are required. NASA accepts questions through September 18, 2026. Full solicitation materials are available at https://go.nasa.gov/HWOICA and https://solicitation.nasaprs.com/ROSES2025. Contact Megan Ansdell at Megan.C.Ansdell@nasa.gov for inquiries.
