Notice text
This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.
Purpose and Objectives:
VISN 10, Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with F.T.S. Management, Inc., for the Battle Creek VA Medical Center. F.T.S. Management, Inc. has met the suitability criteria at a fair and reasonable price as determined in accordance FAR 13.106-1(b) and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203.
The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive procurement for Diesel Tank Cleaning, Testing, and Winterization services for the Battle Creek VA Medical Center. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS OR QUOTES.
The Battle Creek VA Medical Center requires a base year plus four one-year options as a Firm Fixed Price, Definitive contract with F.T.S. Management, Inc. to provide the required services described herein.
NAICS code is 561210 Facilities Support Services.
Size Standard is $45.5 Million.
Product Service Code is H291 Equipment and Materials Testing Fuels, Lubricants, Oils, and Waxes.
This non-competitive award is implemented by FAR 13.106-1(b), as it is the only source that meets suitability as described in the Performance Work Statement (PWS) at a fair and reasonable price. The Government intends to procure this sole source requirement under FAR Parts 12, and 13.
The Battle Creek VA Medical Center has a requirement to establish a contract with F.T.S. Management, Inc. for a base period of one year to include four one-year options to extend services. Market research and previous solicitations revealed that there is one responsible source capable of providing services at a fair and reasonable price. In accordance with FAR 13.106-1(b) a contracting officer solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available. F.T.S Management, Inc. meets this criterion at a fair and reasonable price. Therefore, the Government intends to procure these services on a sole source basis from F.T.S. Management, Inc.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. All information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
