About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22 published this Limited/Sole Source Justification Notice for diagnostic and nuclear medical physics support services at the VA Long Beach Healthcare System. The contract, valued at $48,550.00 for a one-year firm-fixed-price period from April 1, 2026 through March 31, 2027, was awarded on a sole-source basis to A-Bear Consult, LLC, a service-disabled veteran-owned small business (SDVOSB) and known incumbent contractor. The justification for sole-source procurement centers on the specialized and highly regulated nature of the services required, including mandatory physics testing on all X-ray producing equipment to ensure compliance with Joint Commission standards, VHA directives, OSHA regulations, and Nuclear Regulatory Commission requirements under 10 CFR 20. All work must be performed by or under the direction of a qualified medical physicist certified by the American Board of Radiology, American Board of Medical Physics, Canadian College of Physicists in Medicine, or possessing state licensure, with nuclear medical physicists holding specialized designations and named on radioactive materials licenses. The contract is authorized under 41 USC 3304(a)(5) and 38 U.S. Code 8127(c), with the contracting office located in Tucson, Arizona, and services to be provided at the Long Beach facility and community-based outpatient clinics within a 30-mile radius.
