About this opportunity

The Government Publishing Office seeks production and delivery of H-Hour Light Board Game with EPDS Expansion sets on a fixed-price indefinite-quantity contract with a total budget of $123,113.00, with bids due October 7, 2026 at 11:00 AM Eastern Time. Award will be made to the responsible bidder offering the maximum quantity of complete game sets within this fixed price. No set-aside applies.

Place of performance and delivery is to APG-EA (Aberdeen Proving Ground–East Area), Maryland, with delivery required by January 29, 2027, F.O.B. destination.

Each game set comprises seven items: an XL main game box (11.25" × 11.5" × 2"), eight double-sided game boards (10" × 10"), 84 mini cards (1.63" × 2.5"), 118 rectangular tokens (1" × 2"), 212 square tokens (0.75" × 0.75"), a 38-page instruction set, and 10 event cards (2.5" × 3.5"). All components must be produced using four-color process printing with specific paper stocks and finishes, including lamination for boards and cards. Quality Level III standards are mandatory, with minimum 150-line screen and 1200 × 1200 dpi resolution. Digital or conventional offset printing is acceptable; however, subcontracting printing operations will result in a non-responsible determination, making presswork a predominant in-house production requirement.

Bidders must submit electronic proofs for approval by the ordering agency (U.S. Army Medical Research Institute of Chemical Defense representatives Stephanie R. Froberg, Daniel E. Boehm, and Jason R. Gitlin) before production commences. A post-award conference within two days of award and pre-production samples are required before full production begins. Bids must be submitted via email to bids@gpo.gov with page 9 of the specifications completed, including bid amount and pricing for extra copies. The bid acceptance period is 60 calendar days unless otherwise specified by the bidder. NAICS code is 323111 (Commercial Printing except Screen and Books); PSC is T011 (Photo/Map/Print/Publication—Print/Binding).
