About this opportunity

The Naval Air Systems Command (NAVAIR) intends to issue delivery orders under an existing Sustainment Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for comprehensive software support services related to CH-53 helicopter operations and maintenance. The procurement encompasses operational support, maintenance-related software, flight-test support, laboratory support, Fleet Response Activity (FRA), analysis and correction of software deficiencies and enhancements, service life extension analysis, and systems development integration lab and Integrated Development Environment (IDE) support. This procurement is being conducted on an other than full and open competitive basis, meaning it is restricted to a single source rather than open to all qualified contractors. The evaluation will focus on the contractor's unique capability to provide specialized software support for the CH-53K helicopter platform, with emphasis on technical expertise and knowledge of the aircraft's design, fabrication, performance, and operational characteristics. The pre-solicitation notice was posted on April 14, 2026, with the same date serving as the effective date for this announcement.

This opportunity is designated as an 8(a) Sole Source contract, restricting competition to a single qualified firm. Sikorsky Aircraft Corporation, A Lockheed Martin Company, located at 6900 Main Street, Stratford, Connecticut, is identified as the incumbent contractor and the only responsible source capable of fulfilling this requirement. The contract is justified under 10 U.S.C. 2304(a)(1) based on Sikorsky being the designer, developer, and sole producer of the CH-53K helicopter with exclusive possession of the necessary technical data, skills, and design knowledge. The ordering period for software efforts required to support operation and modification of CH-53 aircraft is anticipated to conclude on March 20, 2028. Interested parties seeking subcontracting opportunities are directed to contact Jason Lockwood, Sikorsky Supply Chain Manager, at jason.t.lockwood@lmco.com.
